Version 3 built-in Forum template in SAPI

This is SAPI template which is identical to the built-in PHP Forum (bulletin board) template which comes with the V3 installation.

It consists of three separate files which should be uploaded separately as content templates in the site Admin section.
Leave the file names as they are, otherwise it would not work.
Make the template "Forum" to be Active (visible to the user in the section properties popup. Leave the others not Active, these are called from the first template.
