I have defined the right character set, but still wrong symbols are displayed.

This might occur when "AddDefaultCharset" (e.g. AddDefaultCharset ISO-8859-1) is defined in the Apache config file. In this case Apache will override any tags you have defined. To solve this problem comment the line with "AddDefaultCharset".
